Background

New Zealand's first television broadcast aired on June 1, 1960 in Auckland under the New Zealand Broadcasting Service, with regional channels networking in 1969 under the NZBC. In 1980 the two main national channels were consolidated into Television New Zealand (TVNZ). The Television New Zealand Act 2003 formalized TVNZ as a Crown entity company with a dual mandate to maintain commercial performance while upholding public-service obligations; a public-service Charter attached to that mandate was abolished in 2011 after the government concluded the dual remit created conflicting pressures. TVNZ's flagship evening news program, long known as 'One News,' was rebranded '1News' in 2016 when the channel was renamed TVNZ 1. A proposed merger of TVNZ and public radio broadcaster RNZ into a single entity was announced in 2022 but scrapped by Prime Minister Chris Hipkins in February 2023. TVNZ has faced severe financial pressure since the mid-2020s due to declining advertising revenue, leading to multiple rounds of layoffs — roughly 68 jobs in March 2024 and about 50 more in November 2024.
