Background

Al Jazeera Arabic launched in November 1996 under the patronage of Qatar's Emir Sheikh Hamad bin Khalifa Al Thani, funded with an initial government loan of roughly $150 million as an alternative to state-controlled Arab broadcasting. It gained international attention after the September 11, 2001 attacks by airing exclusive footage and messages from Osama bin Laden, drawing intense scrutiny from Western governments. Al Jazeera English launched in November 2006 backed by approximately $1 billion in Qatari investment, positioning itself as a counterweight to Western-dominated outlets such as CNN and BBC and reaching over 80 million households at launch. A short-lived U.S. offshoot, Al Jazeera America, ran from 2013 to 2016 before closing due to poor ratings and financial losses. U.S. State Department cables leaked in 2010 alleged that the Qatari government manipulates the network's coverage to serve its foreign policy interests — a charge the network denies, insisting it operates with editorial independence. During the 2017 Gulf diplomatic crisis, Saudi Arabia, the UAE, Egypt, and Bahrain demanded Qatar shut down Al Jazeera as a condition for lifting a regional blockade, which Qatar refused. The network's U.S. digital arm, AJ+, was ordered by the Justice Department in 2020 to register as a foreign agent under FARA; as of mid-2026 it remains non-compliant. State Media Monitor has classified Al Jazeera as 'State-Controlled' continuously through its 2025–26 review cycle, citing its structural embeddedness in Qatar's state media system and undisclosed finances.
