Background

The John Locke Foundation was established in 1990 using start-up funds from the John William Pope Foundation, controlled by North Carolina businessman and major Republican donor Art Pope. Carolina Journal was launched in 1991 as the Foundation's news publication. In 1997, the outlet gained early recognition for investigative work when Executive Editor Don Carrington exposed a $21 million legislative slush fund in the North Carolina General Assembly. The organization's funding concentration drew national attention in a 2011 New Yorker profile by Jane Mayer, which reported that roughly 80 percent of JLF's budget came from the Pope family foundation, with smaller contributions from Koch family foundations and tobacco interests. Art Pope himself served as North Carolina's state budget director under Republican Governor Pat McCrory from 2013 to 2014, further cementing the think tank's alignment with GOP state government. The JLF is a member of the State Policy Network, a national coalition of free-market state-level think tanks. Carolina Journal describes its editorial mission as covering government from a 'free-market, limited government' perspective; AllSides rates it 'Lean Right' and Biasly places it in 'Somewhat Conservative' territory.
