Background

The Center for Biological Diversity was founded in 1989 by Kieran Suckling, Peter Galvin, Todd Schulke, and Robin Silver, initially operating as the Greater Gila Biodiversity Project while the founders were conducting owl surveys in New Mexico's Gila Wilderness. The organization grew from a small regional group into a national advocacy force, eventually relocating its headquarters to Tucson, Arizona. It built its reputation by using the Endangered Species Act as a legal tool, filing hundreds of petitions and lawsuits to compel federal agencies to list and protect species. During Trump's first term (2017–2021), the group filed 266 lawsuits against administration environmental actions, claiming a win rate of roughly 90 percent. By mid-2026, into Trump's second term, it had already filed 67 additional suits challenging rollbacks of wildlife protections, pesticide regulations, and logging approvals. The organization describes itself as having more than 1.8 million members and online activists, and its communications — including press releases — consistently frame federal environmental rollbacks in urgent, adversarial terms. It is widely categorized as a progressive environmental advocacy organization whose funding base and legal strategy align closely with the priorities of the American political left.
