Background

The Central News Agency was founded on April 1, 1924, in Guangzhou, China, as the news operation of the Kuomintang party's propaganda department. When the Kuomintang government retreated to Taiwan in 1949 after losing the Chinese Civil War, CNA relocated with it and continued to function as an instrument of the party-state. In 1996, the Legislative Yuan restructured CNA as a government-funded nonprofit, formally separating it from direct Kuomintang party control, though the government retained authority over appointments and core funding. The Central News Agency Establishment Act of 1999 cemented its nonprofit status with an initial state grant. CNA's editorial framing has historically tracked with the ruling party: under DPP President Chen Shui-bian (2000–2008) it moved away from Chinese-identity language toward Taiwan-centric framing, then partly reversed under KMT President Ma Ying-jeou (2008–2016). Focus Taiwan, CNA's English-language digital platform, targets international readers and covers Taiwan politics, cross-strait affairs, and global news.
