Background

FDD was founded in spring 2001 under the name 'Emet' (Hebrew for 'truth') and relaunched after the September 11 attacks to focus on counterterrorism and what it called threats to democratic societies. It grew into a prominent Washington think tank, gaining particular influence during the debate over the Obama administration's 2015 Iran nuclear deal (the JCPOA), which FDD aggressively opposed through congressional testimony, op-eds, and lobbying. During Trump's first term (2017–2021), FDD's long-held positions — maximum pressure sanctions on Iran, withdrawal from the JCPOA, close alignment with Israel — were largely adopted as U.S. policy. Critics, including The Nation and Militarist Monitor, have characterized FDD as a de facto pro-Israel lobby and advocate for military confrontation with Iran; FDD disputes these labels and calls itself nonpartisan. An August 2013 Salon investigation and subsequent reporting found FDD's major donors were almost entirely Republican-aligned and pro-Israel, undercutting its nonpartisan self-description. A separate controversy involved FDD receiving a portion of a $2.7 million package organized by an adviser to UAE Crown Prince Mohammed bin Zayed to run anti-Qatar conferences, raising questions about foreign influence. In Trump's second term, FDD Action — FDD's lobbying affiliate — spent at least $150,000 in Q1 2025 alone lobbying on Iran sanctions and U.S.-Israel defense legislation, and FDD analysts have testified frequently before Congress on Iran and the ongoing regional conflict.
