Background

The Global Times was founded in 1993 as a Chinese-language weekly under People's Daily and expanded into a daily tabloid before launching an English-language edition in April 2009, part of Beijing's broader effort to project influence abroad and counter what CCP officials called biased Western coverage of China. Under editor-in-chief Hu Xijin (2005–2021), the paper developed an aggressive, combative tone — earning comparisons to a tabloid and the label 'China's Fox News' — and became an early vehicle for so-called 'wolf warrior' diplomacy, loudly denouncing foreign governments and media that criticized China. The U.S. State Department designated its American operations a foreign mission in June 2020, concluding the outlet was effectively controlled by the Chinese government. During the COVID-19 pandemic, it spread disinformation and conspiracy theories about the virus's origins. Hu Xijin retired abruptly in December 2021. Media analysts and China observers widely describe the outlet as a CCP propaganda vehicle, though some note it sometimes stakes out more strident nationalist positions than official People's Daily editorials, functioning as a kind of pressure-release valve for populist sentiment. Its funding comes primarily from advertising rather than direct state subsidies, though its editorial independence from the Party is considered minimal.
