The Goldwater Institute was founded in 1988 by political science professor Michael Sanera with the personal blessing of former U.S. Senator Barry Goldwater, the 1964 Republican presidential nominee and a founding figure of the modern American conservative movement. Initially focused on Arizona state policy, the institute gradually expanded into a national legal and advocacy organization. A major development came in 2007 when prominent libertarian attorney Clint Bolick joined to lead its Scharf-Norton Center for Constitutional Litigation, which files lawsuits across the country to challenge government spending, public-sector union agreements, and regulatory overreach; Bolick left in 2016 when Governor Doug Ducey appointed him to the Arizona Supreme Court.
