Background

The IEA was founded in 1974 as a direct response to the 1973–74 Arab oil embargo, which exposed wealthy industrialized nations' vulnerability to oil supply disruptions. Its original mandate centered on oil security: building 90-day emergency oil reserves, coordinating collective responses to supply shocks, and advising member governments on energy policy. For its first few decades the agency focused almost entirely on oil and gas security. Beginning in the 1990s its mandate broadened to cover energy efficiency, renewables, and eventually climate change. Under Executive Director Fatih Birol, appointed in 2015, the IEA moved notably toward emphasizing decarbonization, culminating in a landmark 2021 report concluding that no new oil, coal, or gas projects could be approved if the world was to reach net-zero emissions by 2050 — a stance that drew sharp criticism from fossil fuel producers and some member governments. During the Trump administration's second term (beginning January 2025), the U.S. threatened to withdraw from the IEA over what officials called its 'net zero agenda,' withheld dues for 2024 and 2025, and pushed for the removal of a senior IEA official. In early 2026 the House Appropriations Committee moved to cancel U.S. funding entirely. In response, the IEA dropped explicit climate change references from its listed policy priorities and reinstated a 'Current Policies Scenario' in its flagship World Energy Outlook — concessions critics said amounted to political capitulation, while the agency maintained it remained a data-driven, nonpolitical body. Colombia became the 33rd full member in February 2026.
