Background
North Carolina's executive environmental agency traces its roots to an 1823 state geological survey; the modern regulatory framework took shape in 1971 when the General Assembly created the Department of Natural Resources under an executive reorganization act. That body was renamed the Department of Environment and Natural Resources in 1989 and reorganized into the current Department of Environmental Quality (DEQ) in 2015, separating environmental regulation from natural resources management.
