Background

The NRA founded its Institute for Legislative Action in 1975, formalizing what had been a smaller legislative affairs division dating to 1934. Its creation was driven by lobbying against federal gun control proposals and came amid a broader shift in the NRA's identity from a sportsmen's group toward a political advocacy organization. Harlan B. Carter, the ILA's first executive director, championed this more confrontational, rights-focused approach and later became the NRA's executive vice president. Over the following decades NRA-ILA became one of the most influential lobbying forces in Washington, spending tens of millions of dollars annually during peak years and helping block or roll back gun-control legislation. The broader NRA fell into serious legal and financial trouble in the 2020s: longtime CEO Wayne LaPierre resigned in January 2024 and a New York jury found him and the NRA civilly liable for misappropriating millions of dollars on private jets and luxury travel; LaPierre was ordered to pay roughly $4.35 million in restitution. Federal lobbying spending by the NRA dropped to near-record lows in 2023–2024 amid these troubles. Despite the parent organization's financial strain, NRA-ILA has continued active advocacy, and its website has published numerous articles praising Trump's second-term executive orders on Second Amendment rights, his support for national carry reciprocity, and other pro-gun policy moves. Its editorial output reflects a consistent, single-issue conservative orientation with no meaningful distance from Republican Party positions on firearms.
