Background

Radio Free Asia was created by the U.S. International Broadcasting Act of 1994 and launched its first broadcast on September 29, 1996, targeting Mandarin-speaking audiences in China. It expanded over subsequent years to cover North Korea, Vietnam, Cambodia, Laos, Burma, Tibet, and the Uyghur regions of western China in nine languages. RFA is structured as a private nonprofit corporation headquartered in Washington, D.C., and receives its funding through federal grants administered by USAGM, the same agency that oversees Voice of America and Radio Free Europe/Radio Liberty. A statutory editorial firewall is written into USAGM's authorizing law and is intended to prevent direct government control over RFA's reporting. In March 2025, the Trump administration terminated RFA's USAGM grants, citing alleged waste and ideological bias; by May 2025 RFA had laid off roughly 90 percent of its staff and shut down multiple language services, and it suspended all remaining news production on October 31, 2025. Federal courts partially blocked the defunding effort, and partial broadcasts—beginning with North Korea and China services—resumed in early 2026 after Congress passed a bipartisan spending bill restoring substantial (though reduced) USAGM funding. RFA's consistent focus on human rights abuses and authoritarian repression has drawn repeated denunciations from the Chinese, North Korean, and Vietnamese governments, who label it propaganda, while press freedom organizations have defended it as an essential independent information source for populations with little access to uncensored news.
