Background

Founded in 1789 as the Department of Foreign Affairs—the first federal executive department created under the Constitution—it was renamed the Department of State weeks later when Congress assigned it certain domestic duties as well. Thomas Jefferson served as its first Secretary of State. Over more than two centuries it became the primary U.S. agency for foreign policy, managing embassies, consulates, and diplomatic negotiations worldwide. It produces public-facing content through daily press briefings, the State.gov website, and specialized units. One such unit, the Global Engagement Center (GEC), was established in 2016 to counter foreign state propaganda and disinformation; Congress declined to renew its authorization in December 2024, and Secretary Rubio formally dissolved its successor office in April 2025, arguing it had engaged in censorship of American speech. Under the Trump second term, the department's communications are tightly aligned with White House priorities including an 'America First' posture, pressure on Venezuela, and a competitive stance toward China. Spokesperson Tammy Bruce, appointed at Trump's personal request in early 2025, conducted daily briefings before being nominated as deputy U.S. ambassador to the United Nations later that year.
