Background
WHQR traces its origins to 1979, when a Wilmington commercial radio station abruptly dropped its Metropolitan Opera broadcasts, prompting a group of classical music and opera enthusiasts to organize. After several years of fundraising, city and county grants, and an FCC dispute with local NBC affiliate WECT over signal interference, WHQR went on the air in April 1984 at a reduced power of 1,500 watts. It was incorporated as Friends of Public Radio, Inc., a community-based 501(c)(3). Ten years after its founding, the station moved to the renovated Warwick Building in Wilmington's historic downtown. WHQR has grown into a dual-service operation, running both a news stream (HQR News) and a classical music stream (Classical HQR), effectively broadcasting 48 hours of programming daily across its signals. The station is an NPR affiliate and also carries programming from American Public Media, Public Radio Exchange, and the BBC. It has cultivated local journalism partnerships with WECT-TV, The Assembly (a statewide news outlet), and Port City Daily. Like NPR broadly, WHQR is frequently characterized by media analysts as center-left in its editorial orientation, reflecting the political leanings of its primary audience and the framing choices typical of public radio.
