Background

The John Locke Foundation was co-founded in 1990 by Art Pope, a prominent North Carolina conservative businessman and one of the largest funders of Republican and conservative causes in the state, along with others who shared a free-market philosophy. Carolina Journal launched in 1991 as its journalism arm, starting as a monthly print newspaper before expanding to digital news, opinion, investigative reporting, polling, and video. Art Pope's family philanthropy vehicle, the John William Pope Foundation, has been the primary financial backer, donating over $2.8 million to the John Locke Foundation in 2016 alone and contributing tens of millions cumulatively. Despite describing itself as nonpartisan, the outlet consistently advocates for lower taxes, deregulation, school choice, and limited government — positions that closely mirror the Republican Party platform.
