Background

Common Cause was founded in 1970 by John W. Gardner, a former Republican who served as Secretary of Health, Education, and Welfare under President Lyndon Johnson, originally as a broad-based good-government lobby. Common Cause North Carolina was established as a state chapter in 1973 and has operated for more than five decades as a grassroots advocacy organization. The group structured itself as a 501(c)(4) lobbying entity alongside an affiliated 501(c)(3) education fund, allowing it to both lobby legislators directly and conduct voter education campaigns. Its core issues have long included redistricting reform, campaign finance transparency, and voting access — areas where its positions have consistently put it at odds with Republican legislative majorities in North Carolina. Common Cause NC was a plaintiff in Common Cause v. Rucho, a landmark partisan gerrymandering case that reached the U.S. Supreme Court in 2019. In 2025, the organization challenged North Carolina's mid-decade congressional redistricting, which critics said reduced Black voting strength in Congressional District 1, and joined national '#NoKings' demonstrations opposing Trump administration policies. Long-time executive director Bob Phillips retired and was succeeded by deputy director Sailor Jones. Despite its nonpartisan self-description, independent observers and right-of-center analysts characterize the group as functionally progressive, given its consistent alignment with Democratic legislative priorities and its donor base.
