Background

EDF was founded in 1967 on Long Island, New York, by a group of scientists and a lawyer who sued successfully to restrict DDT spraying to protect bird populations — one of the first successful environmental lawsuits in the United States. It grew into a national organization and became known for favoring market-based and corporate-partnership approaches to environmental problems, including cap-and-trade pollution policy, which it helped design for the 1990 Clean Air Act amendments. Fred Krupp, who took over as president in 1984, pushed EDF toward working with corporations rather than simply opposing them, drawing praise from some as pragmatic and criticism from others as too accommodating to industry. Controversial episodes include EDF's collaboration with energy companies studying hydraulic fracturing, which drew a public rebuke from roughly 70 other environmental groups in 2013, and its past endorsement of EPA sewage-sludge practices. EDF operates a 501(c)(4) affiliate, the Environmental Defense Action Fund, which engages in direct political advocacy and has at times supported Republican candidates it viewed as environmentally favorable. With over 3.5 million members and approximately 1,000 staff, EDF has grown into one of the largest environmental organizations in the United States. During the Trump second term (2025–present), EDF has pursued an aggressive legal strategy, suing over the administration's attempt to rescind the EPA's CO2 Endangerment Finding, challenging exemptions for toxic chemical plants, and contesting cancellations of federal clean-energy grants.
