Background

The NC Justice Center is a 501(c)(3) nonprofit based in Raleigh, North Carolina, focused on reducing poverty and advancing economic equity through a combination of policy advocacy, strategic litigation, research, and coalition-building. Its exact founding date is not publicly prominent, but it has operated as a registered nonprofit for decades and is well established as North Carolina's leading progressive policy organization. In 2004, journalist Chris Fitzsimon launched NC Policy Watch, an online news and commentary outlet covering state policy from a progressive standpoint; the NC Justice Center acquired it in 2007 and operated it as a project. The organization is a member of the Economic Analysis and Research Network (EARN), a national network of state-level policy groups affiliated with the Economic Policy Institute, which has close ties to organized labor. While the Justice Center describes itself as nonpartisan, independent observers and conservative-leaning watchdog groups consistently characterize it as left-of-center, and its policy prescriptions regularly oppose Republican legislative priorities. In February 2023, NC Policy Watch separated from the NC Justice Center to become a state affiliate of States Newsroom — a national nonprofit news network — and was rebranded as NC Newsline, distinguishing the journalism arm from the parent advocacy organization. Since the start of the Trump administration's second term in January 2025, the NC Justice Center has published research and advocacy materials opposing federal Medicaid cuts, restrictions on immigrant access to federal benefits, and rollbacks of EPA environmental justice grants.
