Background

Radio Free Europe was founded in 1949 under the National Committee for a Free Europe — a CIA front — and began broadcasting to Soviet-bloc countries on July 4, 1950; Radio Liberty, targeting the Soviet Union itself, followed in 1951. Both were covertly funded by the CIA until investigative reporting in the late 1960s exposed the arrangement, prompting Congress to take over direct funding in 1973 through the newly created Board for International Broadcasting. The two networks merged in 1976 to form RFE/RL. After the Cold War ended and communist governments fell, RFE/RL relocated its main operations from Munich, Germany, to Prague, Czech Republic, in 1995 and expanded its language services into Central Asia and the Middle East. It is legally a private nonprofit but has depended almost entirely on U.S. congressional grants ever since the CIA era ended. In March 2025, the Trump administration — acting through USAGM and the Department of Government Efficiency (DOGE) — terminated RFE/RL's federal grant; the organization sued, and a federal judge ordered the funding restored. The EU pledged €5.5 million in emergency support in May 2025, and a coalition of European governments backed additional assistance, reflecting the network's reputation for anti-authoritarian, pro-democracy coverage — especially its reporting on Russia.
